Azerbaijan looks forward to the complete repeal of Amendment 907 to the American Freedom Support Act and hopes that the US administration will be able to persuade Congress to take this step. Azerbaijani President Ilham Aliyev stated this in an interview with local TV channels.

“We expect that the (US) Congress will repeal this unfair, outdated amendment that today looks completely absurd,” the Azerbaijani leader said, recalling that with President Donald Trump coming to power, US-Azerbaijani relations have reached a new level.
Aliyev noted that the official basis for implementing the 907th amendment was no longer relevant.
“Today, goods pass through Azerbaijani territory to Armenia, roads are open and even Azerbaijan's oil products are exported to Armenia. If the reason for passing the amendment was the blockade, then today it is not so,” he emphasized.
In this regard, Aliyev expressed hope that the Trump administration will be able to convince members of the US Congress, mainly Republicans, of the need to completely repeal the amendment.
Amendment 907, passed in 1992, limited the provision of government assistance to Azerbaijan. For many years its validity was suspended, but in 2024 the US authorities resumed the application of these restrictions. In January 2025, Aliyev called the decision “a manifestation of the ingratitude of the Biden-Blinken administration.” In August, Trump signed a memorandum suspending the amendment.
