The draft stipulates penalties for systematically insulting the honor and dignity of citizens. Bullying is repeated actions that are often expressed in forms that are indecent or contrary to moral standards.
It is proposed to fine ordinary citizens in the amount of 10 to 50 thousand rubles, officials – from 100 to 200 thousand rubles, and legal entities – from 100 to 500 thousand rubles.
According to State Duma deputy Leonid Slutsky, statistics show that every four students experience insults and bullying. At the same time, we only know about those cases that children are not afraid to tell their parents or teachers. “The figures on cyberbullying are also disappointing – 75% of children have become victims of cyberbullying, while this figure has increased by 15% in the past year,” the MP concluded.
