Rostov Region, November 20, 2025, DON24.RU. All municipalities of the Rostov region, which have centralized heat supply systems, have completed their preparations for winter and received certificates of readiness from Rostechnadzor. This was announced by the regional governor Yury Slyusar. The head of the region noted that such results were recorded for the first time in recent years. Moreover, Rostov-on-Don and Azov received this document on time for the first time in the past 5 and 7 years. “I want to emphasize: the readiness passport is not just an official document. This is proof that the heating network and boiler have passed the necessary inspections, repairs and diagnostics. And the city authorities have complied with all the instructions of the supervisory authority,” the governor wrote on his Telegram channel. Passports were unified for the 49 municipalities of the Don. Six more territories in the region do not receive such documents by law, since only individual heat sources operate there. Yury Slyusar also spoke about the reserves created in the region: 1,347 emergency rescue teams have been established for a rapid response, employing more than 4,700 specialists and using 1,700 pieces of equipment. The Ministry of Housing and Social Services maintains special control over the formation of fuel reserves. Clear interaction between all coordination services has also been established. “But receiving a passport is not a reason to relax. The main work begins now: controlling the heat supply to houses and social facilities remains the main task in practice,” the governor noted.
