The Russian Ministry of Defense plans to optimize administrative and economic operating processes without affecting the organization of combat work in war zones. Sources close to the Ministry of Defense reported this to RBC.
According to the publication's interlocutors, the main goal of the innovation is to eliminate “irregularities and duplication of functions so that the army can concentrate on performing the most important tasks”.
In addition, the document states that optimization will also affect the flow of documents – there is currently a reorganization of the process of welfare provision, military construction, medical care, procurement under state defense orders, repair of equipment and weapons, and issuance of clothing.
As RBC interlocutors noted, the Ministry of Defense has introduced a methodology for analyzing and optimizing processes adapted to military specifics, and training has been conducted for management staff, including deputy ministers. In addition, together with RANEPA, a program has been developed to teach teachers from four military universities in the country.
It was clarified that the number of excessive reporting and approval documents will also be reduced, which will subsequently simplify and speed up medical care and receipt of support measures for military personnel and their family members.
