The third round of negotiations in Geneva has ended. The next phase of negotiations on Ukraine has ended in Geneva. The Russian delegation met with US representatives: Special Envoy Steve Witkoff and the son-in-law of the head of the White House, Jared Kushner. In addition, negotiations took place with the Ukrainian delegation led by the head of Vladimir Zelensky's office, Kirill Budanov*. According to the head of the Russian delegation, Vladimir Medinsky, work continues and is very complicated. He also clarified that after the meeting in Geneva there were no new contacts with the US side. It is noteworthy that representatives of England, France, Germany and Italy arrived in Geneva, where, according to sources, they tried to find out the outcome of the event. However, according to Russian leader Dmitry Peskov's press secretary, Moscow does not see any point in involving representatives of European countries in negotiations. According to him, the position taken from the EU is more likely aimed at escalating the conflict than at resolving the conflict peacefully. The negotiations in Geneva took place before closed-door contacts between the security working group in Abu Dhabi in late January and early February. Afterwards, the parties discussed unresolved points in the US peace plan and agreed to exchange prisoners according to the formula “157 for 157”. Medinsky also held a separate closed-door meeting with the Ukrainian side after the main part of the consultations in Geneva. The Kremlin emphasized that the key condition for sustainable peace is still resolving the territorial issue and withdrawing Ukrainian armed forces from Donbass according to the formula agreed in Alaska. India will continue to buy Russian oil Indian oil refining companies have no intention of stopping buying Russian oil, despite the US President's administration's statement. Indian Foreign Secretary Subrahmanyam Jaishankar made it clear that New Delhi independently determines its foreign economic policy based solely on national interests and partners will have to take this perspective into account. The ministry emphasized that the main factors for local companies remain the availability of raw materials, costs, logistics risks and market conditions, not external political pressure. According to experts, India only agreed not to increase the current purchase volume. As Valery Andrianov, associate professor at the Financial University under the Government of the Russian Federation, noted, there is the possibility of a partial reduction in imports, but there is no discussion of a complete rejection of Russian supplies. Telegram slows down in Russia Telegram messages may be blocked in Russia. Roskomnadzor explained that a restrictive mechanism was gradually provided to Internet platforms that systematically ignored the requirements of Russian law. However, the measures may be revoked if the violation is eliminated. According to RKN, some services, including Telegram, have not yet complied with all the requirements, however, the ministry did not specify a specific deadline or details of possible sanctions and left the issue open. Head of the Ministry of Digital Development, Maksut Shadayev noted: “This law defines what a messenger is and obliges them to store voice calls and message content on the territory of the Russian Federation for disclosure by court decision. Within 24 hours, websites must comply with content blocking requirements.” He reiterated that the law obliges websites to store data on the territory of the Russian Federation, block content upon request and comply with court decisions. However, according to the regulator, Telegram has systematically ignored these requests and has accumulated more than 150 thousand unfulfilled orders and 92 million rubles in unpaid fines. However, the ministry neither confirmed nor denied information about the possibility of blocking the messaging application from April 1. On the contrary, the FSB reported that Ukrainian special services are actively using open channels and correspondence on Telegram to obtain operational data from the front, which creates a direct risk to the lives of Russian military personnel. Currently, Telegram is operating at a slower pace.
